In this case it applies to the law. Here is a man, an ordinary man(just like you and me),he is elected by the 'people'(you and me) and then proceeds to break the law in the attempt to fulfill his campaign promises, without seeing the big picture. How typical of politicians. So the example he is giving is, do what you have to do, if you think you are doing the right thing and then worry about the law later. So concieted! And I fear that in their enthusiam to do a good job, they'll make some mistakes along the way.
